Call for the DV roster of National Experts (SSAs)
Background:
The OSCE, within its third human dimension department, assists the governments of participating States in preventing and combatting gender-based violence (GBV), including domestic violence (DV).
The OSCE Programme Office in Dushanbe (further – the Office), within the framework of the “Domestic Violence Prevention and Response” project, strives to support the Host Country through conducting a range of activities aiming at supporting the Government in devising mechanisms for effective prevention and response to domestic violence (DV) in Tajikistan, including for the purpose of strengthening the cooperation and coordination between the government and non-government entities with related mandates and roles to use a multi-disciplinary approach to respond to domestic violence at local level.
The project supports the implementation of the Tajikistan Law “On prevention of Violence in the Family” (“Domestic Violence Law”), approved in 2013 by the Government of Tajikistan and amended in June 2024 and the State Programme for Prevention of Domestic Violence 2025 - 2030. In line with these normative acts, the government and non-government entities that have competencies and roles in the field of prevention and response to domestic violence at national and local level include: the Ministry of Education and Science (MoES), the Ministry of Health and Social Protection of Population, Ministry of Labour, Migration and Employment (MoLME), the Ministry of Internal Affairs, the Committee for Women and Family Affairs (CWFA), etc. local administrations victim support centres, etc.
To provide general guidance on coordination between the government institutions and non-government organizations addressing domestic violence for prevention of this phenomenon, the timely referral of victims to support services, their protection, and rehabilitation, in 2023 the Office supported a government working group to develop a draft Instruction on inter-agency coordination in the field of prevention of domestic violence and support of the victims at local level. In 2025, to strengthen the effective coordination and implementation of tasks in the field prevention of domestic violence, and handling of cases, using a multi-disciplinary approach, the Office will: (i) continue supporting the CWFA to finalize the above-mentioned inter-agency instruction; (ii) build the capacity of the key government stakeholders on multi-disciplinary response to domestic violence, based on the instruction; (iii) support other government institutions with related mandates and roles, i.e. the MoES , the MoLMEP, other institutions, in developing their internal instructions, in line with the principles of multi-disciplinary response to domestic violence cases.
Objective of Assignment:
In this regard, the Office intends to expand the roster of national experts with the necessary qualifications to: (i) finalize the inter-agency instruction on the coordination of activities in the field of prevention of domestic violence and support of victims, based on the comments provided by the relevant government bodies and working groups; (ii) draft instructions in the field of prevention of domestic violence for various institutions and entities related mandates, in cooperation with the beneficiary institutions and working groups; (iii) conduct a trainings for the beneficiary institutions and government working groups to apply the instructions in practice.
In this regard, any interested specialists who meet the criteria of this announcement may apply for being included in the OSCE roster of experts on domestic violence issues.
Note: Only the strongest candidates/experts who meet the announced criteria and confirmed the appropriate qualifications will be selected for inclusion in the roster.

Necessary Qualifications:
- Advanced university degree in the field of jurisprudence, social and/or related sciences;
- Minimum 5 years of professional/working experience in the following and other associated fields;
- prevention and response to violence against women and children, including DV;
- practical experience in human rights protection;
- providing direct or indirect support to victims of violence against women and children, including of DV;
- conducting capacity building trainings/workshops on GBV/DV, violence against children and related matters for the relevant government stakeholders, CSOs, service providers, including development of curricula, teaching materials, etc.;
- conducting research and analysis, and drafting monitoring and legislation analysis reports on DV related issues;
- Developing normative/legislative documents on violence against women and children, including DV, and related areas, such as Standard Operational Procedures, instructions and providing related advice to government institutions and working groups etc.;
- Ability to work under stress and complete tasks under tight deadlines;
- Good organizational and communication skills;
- Good analytical and reporting skills;
- Professional fluency in Russian and Tajik languages, both oral and written;
- Experience in working with international organizations and fluency in English will be an advantage;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Computer literate with practical experience using Microsoft applications.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
