General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure 


Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are: 

  • Demonstrable organizational skills;
  • Proven ability to communicate effectively, both orally and in writing;
  • Demonstrable interpersonal skills;
  • Documented experience in negotiations.


Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree or demonstrated strong experience in management, learning and development or adult education. Advanced education or certified training course in border security and management, customs, law enforcement or other relevant field is an asset. 


Experience:

Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position.

 

Mission Specific Requirements

Additionally, this particular post has specific requirements:


Mandatory:

  • Prior relevant experience in managing sizeable and complex projects in an international and/or development context;
  • Experience from working with government officials and other stakeholders in a sensitive political context;
  • Strong track record in budget planning and management, and personnel management;
  • Strong track record in representation, partnerships, and resource mobilization;
  • Advanced management and leadership experience including ability to establish and maintain effective working relationships with people of different national, cultural and religious backgrounds, different genders, and diverse political views, while maintaining impartiality and objectivity;
  • Experience in results-based programme management;
  • Flexibility and ability to work under pressure and tight deadlines;
  • Ability to operate windows applications, including word processing and email;
  • Professional fluency in English language, oral and written;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.


Desirable:

  • Knowledge of the OSCE principles and commitments;
  • Knowledge of any of the following sectors: border security and management, customs, law enforcement, or training and adults education;
  • Working knowledge of Russian, Tajik, Dari languages would be an asset;
  • Experience in cooperative initiatives in partnership with international organizations, non-governmental organizations or private implementing partners.
     


Tasks and Responsibilities

Under the direct supervision of the Head of Mission of the OSCE Programme Office in Dushanbe, the Director of Border Management Staff College (BMSC) will be tasked with the following duties:   

1. Management and oversight

  • Managing the day-to-day operations of the Border Management Staff College, in line with OSCE rules and regulations, inter alia, extra- budgetary projects and the good practices of project management and accountability (including overseeing the budget, monitoring of pledges, and facility maintenance, supervising financial and administrative tasks including IRMA transactions);
  • Managing the BMSC staff (i.e. technical specialists, project officers, support staff, consultants) leading the project team in the development of annual project delivery targets; monitoring the progress on agreed results and performance indicators; performing project oversight, quality assurance, monitoring, reporting, audits, evaluations, providing day-to-day guidance and taking action as needed;
  • Providing intellectual and strategic guidance to BMSC staff, setting direction for the BMSC team, including on roles and responsibilities, accountability and reporting, performance management;
  • Briefing and consulting with POiD Senior Management on project progress and providing information and advice as required;
  • Instructing during training events and serves as a mentor to visiting officials conducting research as required;
  • Directly supervising seconded staff member/s, one national project officer and one communications assistant in the performance of their duties and serves as a second level supervisor for the remaining BMSC staff of the College;
  • Supervising the establishment of the necessary resource tools (e.g. databases of external consultants, training resources, international assistance on borders) to enable the College to respond to project objectives and opportunities;
     

2. Representation, partnerships and resources mobilization

  • Serving as an ex-officio member of the BMSC Board of Governors;
  • Serving as a member of the BMSC Academic Advisory Board;
  • In consultation and close coordination with Head of Mission, establishing and maintaining close contacts with the OSCE Chairmanship and the delegations of the participating States, as well as relevant OSCE offices to ensure co-ordination of BMSC-related activities, facilitating the distribution of BMSC event announcements and receiving expert advice and assistance in line with the project objectives;
  • Supporting sustainable inter-agency co-operation between the BMSC and other relevant training institutions within the framework of existing and new international training programmes on border security and management-related issues;
  • In consultation and close coordination with Head of Mission, seeking and identifying additional partnership and funding opportunities, and overseeing the preparation of funding proposals, donor briefings and presentations in support of resource mobilization;
  • Representing BMSC and establishing strong ties with national authorities participating in BMSC activities;

3. Performing other duties related to the BMSC, as assigned by the Head of Mission. 

Please note that this is an extra-budgetary post and the initial appointment will be for one year with a possibility of extension, subject to the availability of the extra-budgetary funds.
