Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of talent acquisition, administration of benefits and entitlements, payroll, performance management, talent development, and policy and employee relations across the Organization.

 

The HR Analytics, Systems and Payroll Unit designs and delivers timely, client-focused, and innovative solutions in people analytics and systems, while ensuring the accurate and efficient centralized processing of all OSCE payrolls in line with the established regulatory framework. Established in January 2025, the unit is essentially responsible for the technological and foundational aspects of HR. 
 


Tasks and Responsibilities:

To further strengthen the HR Analytics, Systems and Payroll Unit’s capacity, adding a team member with technical training and experience in HR technologies would be highly valuable.

 

Under the supervision of the Chief, HR Analytics, Systems and Payroll, the Short-Term HR Assistant will support the daily activities of the Unit, with responsibilities including:
 

  1. Collecting and analyzing business requirements from HR stakeholders and translating them into functional specifications for IT/system teams;

  2. Assisting in the configuration, testing, and maintenance of HR Information Systems;

  3. Performing data validation, troubleshooting user issues, and escalating complex problems to IT or external vendors as needed;

  4. Maintaining existing HR dashboards and contributing to their further development;

  5. Monitoring project progress, updating task logs, and supporting communication between HR and IT teams;

  6. Running standard and ad-hoc queries in reporting tools and delivering data and analysis in a timely manner;

  7. Providing first-line support to HR colleagues on system and reporting-related questions.

Necessary Qualifications:

  • Completed secondary education; education in a technical discipline will be considered an asset;
  • At least 4 years of relevant work experience; a university degree in a relevant field may be considered as a substitute for up to 2 years of working experience only to determine eligibility;
  • Practical experience with HR systems (Oracle EBS, SAP, Workday or equivalent preferred);
  • Experience in HR analytics and data management;
  • Experience with payroll operations considered an asset;
  • Professional fluency in English; knowledge of other OSCE official languages is an asset;
  • Prior experience in a multilateral and/or multicultural environment;
  • Strong ability to establish and maintain effective working relations with colleagues from diverse cultural and national backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
     

Remuneration Package:

Monthly remuneration, subject to social security deduction, is around EUR 4,040 a month. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.
