Background:

This position is open for non-citizens/permanent residents of Kazakhstan only.

The ecosystems are becoming increasingly vulnerable to the effects of climate change, and the country is already experiencing an increase in air temperature. At the same time, one of the most significant consequences of global warming in Kazakhstan is the melting of glaciers and the associated formation of moraine lakes. In addition, the country is experiencing negative changes in water distribution, extreme weather events, hazardous natural processes and the unique biodiversity of mountainous areas.

Global warming increases disaster risks, with the territory of Kazakhstan exposed to virtually all types of natural and man-made hazards, including earthquakes, floods, landslides, mudflows, mudslides, avalanches, droughts, extreme temperatures, epidemics, dam failures and releases of hazardous substances.

In order to take necessary measures to combat the negative consequences of climate change and disaster risk reduction, the recently developed sub-systems “Digital Safety Passport” and “Interactive Maps” will allow to develop unified structured tools for data collection, processing and storage in a single format, as well as their display on an interactive map in the form of layers of the threats of natural and man-made emergencies. The functionality of the systems will bring the risk management system to a new level, and become a tool for analyzing sources of hazards, preparing management decisions and forecasting emergencies.

Taking into account that resilience measures are developed jointly with local executive bodies and other ministries, the implementation of this project will strengthen interagency cooperation by raising the level of awareness of all levels of government when planning measures to prevent and respond to emergencies.

Objective of Assignment:

To enhance the “Interactive Maps” and “Digital Safety Passport” sub-systems and conduct two training session for Ministry for Emergency Situations employees to use and update the subsystems “Digital Safety Passport” and “Interactive Maps”.

Duration of Assignment:

6 months.

Tasks, Responsibilities and Deliverables:

Under the overall supervision of the Senior Economic and Environmental Officer, the successful candidate will be tasked with the following duties:

1. Implement an update in the database to allow saving, managing, and organizing photo, video materials, and documents within the Digital Safety Passport subsystem.

The update must implement the following functions:
- Display multimedia data in a pop-up  window, when identifying an object in the database.
- Attach and de-attach files up to 10 MB.

2. Develop and implement a calculation module to determine the current sufficiency of forces and means, specifically focusing on fire departments, medical facilities, and evacuation points in the given area.

The module must implement the following functions:
- Implementation of a calculation model that takes into account specified parameters (arrival time, speed limits, and standard service radius).
- Visualization of coverage areas for fire stations, medical highway rescue points, evacuation assembly points, etc. directly on the electronic map.
- Ability to analyze scenarios by modifying calculation parameters.

3. Develop and implement a comprehensive reporting module capable of generating various types of standardized and custom reports based on the sub-system data.

The module must implement the following functions:
- Capacity to generate reports for individual sections of the Digital Safety Passport and Atlas maps.
- Optimization of report generation time considering their volume and complexity.
- Support for custom filters and parameters to ensure reporting flexibility.
- Report generation for individual sections of the security passport subsystem and atlas maps (rapid generation from several seconds to several minutes).
- Configurable report generation parameters (section selection, data filtering, level of detail).
- Support for pre-configured report templates.
- Automatic insertion of tables, graphs, charts, and maps into reports.
- Choice of report format: DOC, XLS, PPT, PDF, CSV.
- Selection of report type (tabular, cartographic).

4. Develop and implement a module for constructing zoning maps based on integrated data from the Digital Safety Passport, Interactive Maps subsystems, and other monitoring and register information.

The module must implement the following functions:
- Integration with the "Digital Safety Passport" and "Interactive Maps" subsystems, as well as subsystems planned for development: "Pyrological Monitoring", "Hydrological Monitoring", "Meteorological Monitoring".
- Ability to create maps with various territorial divisions (regions, districts, hexagonal grids) depending on the source data.
- Ability to specify time ranges for time sensitive data.
- Map construction taking into account both spatial inclusion of specified objects (for example, number of objects in each region) and attribute values (for example, capacity of human accommodation points).
- Custom color coding of the generated map.
- Additional representation of zoning results in tabular and chart formats.
- Calculation of statistical parameters (minimum, maximum, average).

5. Plan and conduct two comprehensive training seminars for the Ministry for Emergency Situations employees on the usage and maintenance of the developed sub-systems. Total number of participants: 27. 

For each seminar expert should deliver:
- Detailed PowerPoint presentations/teaching materials for a minimum of 8 academic hours of instruction; 
- Training materials in at least 2 formats (digital and printed); 
- Minimum of 10 hands-on exercises covering all modules;
- Pre- and post-training assessments with target improvement in knowledge of 50%; (5) Video recording of all sessions; 
- Interactive engagement with at least 13 participants per session;
- Achievement of 80% satisfaction rate from participants.

6. Closely collaborate and report to the OSCE Programme Office in Astana and the Center for Emergency Situations and Disaster Risk Reduction throughout the implementation phase (and when needed) of sub-system enhancements and training seminars delivery.

The expert should provide:
- Monthly in-person or virtual coordination meetings with both the OSCE Programme Office in Astana and Center for Emergency Situations and Disaster Risk Reduction representatives;
- Detailed implementation timeline with specific delivery dates;
- Final comprehensive report of at least 10 pages documenting the enhancement of the subsystems.

Necessary Qualifications:

- Bachelor's degree in Computer Science, Information Technology, Software Engineering, or related fields.
- Additional certifications in GIS systems and database management would be an advantage.
- Minimum 3 years of experience in developing GIS development and implementation.
- Experience in database management and optimization.
- Experience in web-based application development, system integration and API development.
- Experience in data visualization and mapping tools.
- Experience with emergency management systems or similar mission critical applications.
- Knowledge of security protocols and data protection standards.
- Demonstrated ability to integrate multiple data sources into unified systems.
- Experience in conducting technical training sessions.
- Good understanding of emergency response protocols and operations.
- Fluency in Russian.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
