Background:
 

Established in 2021, the Agency for Innovation and Digital Technologies under the President of Tajikistan is the central executive body responsible for the implementation of the unified state policy in the field of innovation and digitalization. As a relatively new entity, the Agency faces challenges in providing capacity-building initiatives for its staff, which consists of young professionals and former civil servants who previously worked in sectors largely unrelated to digitalization and commerce. This is particularly important in light of the ongoing E-commerce Programme for 2025–2029, in which the Agency is expected to play a leading role as an advisory board member, providing insights and proposals for improvements and recommendations. For this purpose, the OSCE as part of its co-operation framework is planning to arrange a three-day training for core personnel working on e-commerce department to facilitate to their professional development goals by applying new techniques and skills through covering topics such as branding, marketing competitiveness and other.
 

 

Objective of Assignment: 
 

International Expert on conducting the training on E-commerce for the Agency for Innovation and Digital Technologies in close co-operation with the Agency for Innovation and Digital Technologies will design, develop and deliver three-day training course in Dushanbe. 

 

Duration of Assignment:
 

20 days, September 2026 

 

Tasks and Responsibilities:
 

Under the overall supervision of the Economic Officer, the successful candidate will be tasked with the following duties:

  1. Reviewing relevant national strategies, policies, legislation, and institutional frameworks related to e-commerce, digital trade, digital economy, customs, taxation, consumer protection, logistics, digital payments, cybersecurity, and SME development (5 days);
  2. In co-operation with the line state agency adapting the training content to the institutional needs and knowledge level of participants (4 days);
  3. Preparing comprehensive training materials for three days by covering the key dimensions of e-commerce ecosystems and governance (2 days);
  4. Conducting a 3 days training and ensure the training is adapted to the context and responsibilities of government officials working on e-commerce and digital economy issues in Tajikistan (5 days, including trip);

  6. Conducting pre-and-post evaluation exercise to assess participants’ learning outcomes by adding it in the comprehensive report upon completion of the assignment (2 days);  
  7. Completing the final report and recommendations (2 days).

Necessary Qualifications:

  • Advanced university degree (Master’s degree or higher) in International Trade, Economics, Business Administration or other related fields;
  • At least 7 years of progressive professional experience in e-commerce, digital trade, digital economy policy, ICT regulation, or related fields;
  • Proven experience of working with state agencies, government institutions and public sector; 
  • Experience in designing and delivering capacity-building programs, workshops, or executive-level trainings for government officials and policymakers;
  • Understanding of international frameworks and best practices related to UN WTO, UNCITRAL instruments on e-commerce, cybersecurity and data governance would be considered as an asset;
  • Excellent communication skills and teamwork; 
  • Advanced skills in Microsoft Office applications and online databases;
  • Professional fluency in Russian and English, knowledge of Tajik is an advantage but is not mandatory. 
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

     

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
