Background:

The OSCE Mission in Kosovo (the Mission) is implementing a comprehensive project on “Advancement of strategic and operational capacities and human rights compliance within security sector institutions”. This project mainly targets the Ministry of Internal Affairs (MoIA) and Kosovo law enforcement institutions, including the Kosovo Police (KP), Kosovo Police Inspectorate (PIK), Kosovo Correctional Service (KCS), Kosovo Probation Service (KPS), and Kosovo Forensic Agency (KAF). Activities of this project focus on enhancing their operational capacities and specialised skills to effectively respond to criminal behaviour. Specifically, the project foresees numerous specialised and advanced trainings, and workshops and support implementation of local strategies and associated action plans to improve operational effectiveness in tackling all forms of criminal activities, as well as develop and review sub-legal framework.

The project overall objective is to support the security sector institutions to advance their strategic and operational capacities, and human rights compliance within the police, forensics, police oversight, and correctional services. This will be covered through three specific objectives:

  1. Security sector institutions operate more effectively in areas of forensics, oversight mechanisms, re-integration and rehabilitation;
  2. Local law enforcement institutions are able to effectively identify, prevent and combat serious and organized crime;
  3. Law enforcement institutions and relevant oversight bodies improve their response to preventing, combating, and monitoring hate crimes, while institutional mechanisms efficiently address VERLT. 

At the request of the Kosovo Police, the Mission will organize a comprehensive ten-day training programme focused on Special Operational Police Skills. This intensive course is designed specifically for 20 newly appointed members of the Specialized Operational Units (SOU) and aims to build their capacity in handling high-risk and complex law enforcement situations. In line with the above, the Mission will engage a local expert to deliver the training as per the deliverables below. 

The training will provide participants with advanced tactical techniques and operational best practices essential for specialized policing. By combining theoretical instruction with hands-on, scenario-based exercises, the programme seeks to significantly enhance the operational readiness and professional effectiveness of the new SOU officers.

This initiative reflects the Mission’s ongoing commitment to supporting the development of Kosovo’s law enforcement capabilities, promoting public safety, and strengthening the rule of law through targeted capacity-building efforts.

 

Objective of Assignment: 

Strengthening the operational readiness of 20 newly appointed Specialised Operational Units (SOU) officers by equipping them with essential tactical skills required for high-risk and specialized law enforcement operations. 

 

Duration of Assignment:

The Consultant will be hired for 13  working days.

 

Tasks and Responsibilities:

  1. To submit the draft presentation, agenda and corresponding materials to the project/activity manager for review and potential amendment;
  2. Developing the training methodology, agenda and materials in consultation with the activity manager and deliver the agenda, presentation slides and case studies prior to the training;
  3. Deliver a ten-day “Training on Special Operational Police Skills” for 20 SOU participants;
  4. Producing final consultancy report with recommendations for further action by the OSCE Mission in Kosovo.

Deliverables:

  • By 01 September 2025, submit the draft presentation, agenda and corresponding materials to the project/activity manager for review and potential amendment;
  • By 09 September 2025, incorporate project/activity manager’s comments in training agenda and material and submit the final version to project/activity manager for approval;
  • From 15-26 September 2025, conduct a ten-day training for 20 SOU participant;
  • By 03 October 2025 deliver a final consultancy report to the PDMS Project Manager summarizing the observations during the training and providing recommendation on further activities.

Necessary Qualifications:

  • University degree, specialized professional school, police academy, degree on sports, or any other area related to the consultancy topic;
  • Proven experience on specialized police training;
  • Proven work experiences as a police trainer in the area of advanced defensive tactics;
  • Minimum ten years of relevant professional experience and 5 years of training experience;
  • Extensive experience in defensive tactics and techniques used by the police;
  • Excellent written and oral communication skills in local languages (Albanian and/or Serbian);
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and demonstrated gender sensitivity;
  • Flexibility, adaptability and the ability to work under pressure and with limited periods. 

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
