Background:

OSCE field operations are the front line of the OSCE’s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization's longest-serving field operation working on social cohesion, fundamental rights, gender equality, the rule of law, good governance, integrity and anticorruption, criminal justice and police reform.

The Human Resources Division is responsible to support the Mission’s operations by performing functions related to staff recruitment and placement, administration of benefits and entitlements, payroll, performance management, and staff learning and development.


Tasks and Responsibilities:

Under the overall supervision and guidance of the National Human Resources Officer, the Talent Acquisition Assistant provides support in regard to policies and services in the area of talent acquisition, by supporting recruitment activities for the hiring of OSCE officials and engagement of consultants, as well as providing input to the selection methodology and conceptual projects improving the work of the HR Division. More specifically, the Talent Acquisition Assistant is responsible for: 

  1. Leading, in coordination with the supervisor, the talent acquisition processes in the Mission, while ensuring service-oriented client communication, and maintaining an overview of the workload; proposing adjustments and improvements to portfolio administration and recruitment methodology/workflow; advising team members on complex recruitment-related issues. 

  2. Drafting Mission-specific procedures, as well as recruitment-related tools and methodologies.

  3. Monitoring staff turnover and staffing needs of the Mission, keeping the National HR Officer updated on developments and issues requiring urgent attention; responding to enquiries from Secretariat, Mission, and candidates related to ongoing and/or completed recruitment processes.

  4. Performing administrative tasks related to the posting of requisitions for all staff and non-staff categories; drafting, editing and publishing vacancy notices, circulating information on vacancies; screening and drafting long-lists of candidates, preparing and coordinating various (pre-) assessments, including the preparation of test and interview questions, coordinating the interview boards, and based on received input, preparing Selection Reports and associated documents to close the recruitment process, including communication and information to Secretariat and candidates.

  5. Drafting, reviewing and proposing updates to job descriptions and terms of reference for classification and categorization of posts.

  6. Engaging in outreach campaigns, utilizing social media to promote OSCE as an Employer of Choice and to attract and engage potential applicants for posts in the Mission. 

  7. Briefing staff on overall recruitment procedures, practices, and policies in the Mission, including delivering specialised briefings for Mission Members participating in selection boards.

  8. Updating and maintaining associated records in the system/recruitment platform as well as recruitment-related documents; preparing recruitment-related statistics and performing data collection for the purpose of improving recruitment processes and lead times, collecting and presenting gender-segregated data and various reports. 

  9. Providing  specialised knowledge and guidance to the other team members on recruitment-related issues and on the functionalities of the recruitment platform.


Necessary Qualifications:

  • Citizenship of or permanent residence in the Republic of North Macedonia
  • Completed secondary education, supplemented by formal training or certification in human resources, psychology or office administration
  • A minimum of five (5) years of relevant administrative work experience
  • Experience in human resources, particularly in recruitment, talent management, administration and/or staff development, in public service, private enterprises, non-profit sector or international organizations
  • Experience in coordinating work processes and schedules; strong organizational and planning skills
  • Experience in participating in outreach campaigns, sourcing projects, utilizing social media, and/or delivering workshops/presentations
  • Computer literate with practical experience in Microsoft applications; experience with ORACLE and/or Taleo system would be considered an asset
  • Professional fluency in English and in local languages, with excellent written and oral communication skills
     

Remuneration Package:

Monthly remuneration, subject to social security deductions, is approximately EUR 1534.75.

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority, a higher step may be approved up to a maximum of step 3 subject to specific conditions.

Please note that for this position the OSCE does not reimburse expenses such as travel in connection with interviews, tests, visas and relocation.

 

Please be aware that OSCE appointments are subject to medical clearance. 

 

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
